'How to express EU citizen's solidarity through volunteering: First reflections on a European Voluntary Humanitarian Aid Corps' is the rather long title of COM (2010) 683. The Communication describes the current situation of volunteering in the relevant sectors of activity and highlights the most immediate issues to be considered in setting up the proposed Corps (EVHAC). The Commission intends to launch a preparatory action in 2011 (the European Year of Volunteering) and to present a legislative proposal in 2012.
